The Avian High Consulate, also better known as the High Consulate or the Avian Consulate, is the supreme political body of the Avian Confederation.
History and Lore[]
Historically, the Avians have always been very divided politically. This is due to their territory's geography since it's composed of the Rainbow Mountains and the Cloud Isles, with most Avians living on the coasts and the many valleys between the mountains. This situation generated many regional customs and identities, with the Avianlords fighting between themselves to gain more power and influence and even to earn the Avian crown. Despite their divisions, however, there always was a sense of Avian nationhood and identity.
Eventually, the Avianlords gathered and established a few rules for peaceful coexistence. The agreement established that all Avianlords were political equals, along with rules for taxation, the division of mountain passes, and the banning of the position of Avian king. This event was afterward known as the First High Consulate.
After banning the title of Avian King, the First High Consulate established itself to regulate situations and mediate any dispute between lords. At the same time, it was decided that one of the Avianlords would serve as First Consul, who served as the main executive branch of the government while always under the High Consulate.
