The First Avian Consul, or simply First Consul, is the title granted to one of the members of the High Avian Consul.
History and Lore[]
Historically, the Avians have always been very divided politically. This is due to their territory's geography since it's composed of the Rainbow Mountains and the Cloud Isles, with most Avians living on the coasts and the many valleys between the mountains. This situation generated many regional customs and identities, with the Avianlords fighting between themselves to gain more power and influence and even to earn the Avian crown. Despite their divisions, however, there always was a sense of Avian nationhood and identity.
Eventually, the Avianlords gathered and established a few rules for peaceful coexistence. The agreement established that all Avianlords were political equals, along with rules for taxation, the division of mountain passes, and the banning of the position of Avian king. This event was afterward known as the First High Consulate.
After banning the title of Avian King, the First High Consultate established itself to regulate situations and mediate any dispute between lords. At the same time, it was decided that one of the Avianlords would serve as First Consul, who perform the duties of the executive branch of the government while always under the watchful eye of the High Consulate and the rules it established.
Choosing[]
As determined by the First High Consulate, the choosing of the First Consul can be carried out by three methods:
- Randomly: one of the Avian lords is chosen at random.
- Voting: the consuls vote for one among them to serve as First Consul.
- Designation: if the situation is deemed necessary, the High Consulate can choose a specific person to become the First Consul. This person can be one of the Avianlords or not.
The First Consul serves in his position for one year, with the possibility of renewal. He can be dismissed from his post at any time by the majority of the votes in the Consulate.
Powers and Prerogatives[]
Despite being the main executive branch of the government, the First Consul is not a king. He is simply the first among equals.
His main duties are the defense of the Avian Territory, the command of the united Avian armies in case of a war, and the representation of the nation in front of diplomats of other races and the other race leaders.
